In honor of PFC Michael Anthony Carter, Jr., who lost his life on February 7, 2018. He was killed while on duty after direct impact with a defective X-Lite End Terminal Guardrail. His death was instrumental in implementing the removal and replacement of all defective X-Lite guardrails in the state of Maryland. PFC Carter’s death will save countless lives.
